Planning is an important key to starting a program. At the time of planning, choices
are made, steps are drawn up to guide so that the will can be grasped at the time outlined
such as the preparation of the Local Government Work Plan. Planning is defined as the
process of setting goals and determining the choice of actions to take, and deciding steps
to achieve goals. Plans are statements that are needed and must be executed in order for
goals to be achieved. The formulation of the problem in this study is how the preparation
of the Dumai City Government Work Plan, what are the factors that cause dynamics in
the preparation of the Dumai City Regional Government Work Plan. The purpose of this
study was to describe the preparation of the Dumai City Government Work Plan and to
describe the factors that led to the preparation of the Dumai City Government Work Plan.
The research method used is a qualitative method with a descriptive approach. With data
collection techniques from interviews, observation, and RKPD documents Dumai city.
The results showed that the process of drafting the Local Government Work Plan was
carried out in several stages, the first was the preparation for the preparation of the
RKPD, namely the Regional Development Planning Agency (Bappeda) began to prepare
a work plan for the RKPD drafting team, the second was the formulation of the initial
RKPD draft which was prepared and coordinated by Bappeda, the heads of opd and
stakeholders and the public is consulted, the third is the implementation of musrenbang
starting from the sub-district, sub-district, to the city level. The four final draft RKPD are
outlined in the draft regional head regulations on RKPD. The dynamics that occur in the
analysis of the DPRD main ideas are that the regional legislative bodies cannot be
accommodated by the regional apparatus organizations, because the ideas of the Regional
People's Representative Council are the results of the people's aspirations so that they are
accommodated as much as possible and are study of regional development problems. The
dynamics in the preparation of local government work plans through public consultation
aim to absorb the aspirations of the community in accordance with the problem issues,
but there is still a sectoral ego in the Regional Apparatus Organizations in the preparation
of the Regional Government Work Plans in accordance with the issues of the city of
Dumai, causing dynamics in the discussion of proposals proposed by each district
representative.
