ABSTRACT
The implementation of Village Government in the Reformation era is a
process of democratization as a legal entity that has autonomous rights to regulate
and manage its own household, such as the right to compile a Perdes. In Tapung
Lestari Village, there are problems related to the preparation of the Ranperdes, the
BPD initiation Ranperdes that is submitted to the Village Head to be discussed
and stipulated as Perdes ends without any follow-up, while the problems that
occur in the community are related to livestock discipline, land management of
village facilities and retribution for micro and small businesses. medium needs
village regulations as a solution.
This study aims to determine how the coordination between the Village
Head and BPD Tapung Lestari in the preparation of the Ranperdes, then also to
find out the coordination obstacles that occur between the Village Head and the
BPD in the preparation of the Ranperdes. The location of the research was carried
out in Kampar Regency, including the Community and Village Empowerment
Service of Kampar Regency, the Tapung Hilir Sub-District Office, the Tapung
Lestari Village Office and the BPD Office. The data collection techniques used
were interviews, documentation and literature study.
The result of this research is that the coordination that exists in the three
stakeholders of the BPD initiation Ranperdes meeting is included in the negative
coordination type because the coordination that occurs is not only limited to
avoiding conflict, but in this coordination there are no cooperation efforts and
follow-up actions from each actor involved in the policy. coordination. There is
clear evidence to describe the coordination that occurs including negative
coordination is the failure of the proposal for the BPD initiation Ranperdes to be
stipulated as Perdes by the Village Head. The obstacles to stakeholder
coordination in the three Ranperdes meetings were influenced by several factors,
including sectoral views and limited information for action on the level of urgency
of problems requiring a Village Regulation as a solution.
