Based on Law Number 8 of 2015 concerning Amendments to Law No.1 of 2015
concerning Stipulation of Government Regulations in Lieu of Law (Perppu) No. 1 of 2014
concerning the Election of Governors, Regents, Mayors in Article 201 explains that the
simultaneous regional elections are divided into 7 (seven) stages, namely the 2015, 2017,
2018, 2020, 2022, 2023, and 2027 simultaneous regional elections, the provisions of which
are further regulated in law. -the invite. In this case the role of local elites greatly influences
the regional head elections in Rokan Hilir district. The local elite is an individual or an
alliance of people who are considered smart and have influence in society, for example
community leaders, religious leaders, and people who have relatively high financial
capabilities compared to the general public. The purpose of this study is to: find out: The Role
of Local Elites in Pilkada in Tanah Putih Subdistrict, Rokan Hilir Regency, 2015. This
research uses qualitative research methods. The subject of this research is Tanah Putih
District, Rokan Hilir Regency.
Based on the results of the study, it is concluded that if you look at the local elite, the
pair H. Suyatno-Drs. Jamiludin was quite a lot more than the other couples. However, the
author found that for Tanah Putih sub-district, the role of the elite was not maximal in
attracting the attention of the community and also H. Suyatno's promises were not realized in
Period I such as making street lights and repairing road infrastructure. The role of the Elite
in the 2015 Rokan Hilir regional election in winning Suyatno – Drs. Jamiludin, such as roles
in socialization, participation, and supervision, lack synergy between political elites and nonpolitical
elites due to the absence of clear coordination in this Tanah Putih sub-district. So
that the Suyatno - Drs. Jamiludin lost on his own basis of victory.
