The background of this research is the implementation of flood prevention by TAGANA Riau Province. In the process they are not only working alone, but also assisted by several other organizations such as BPBD Riau Province, PMI Riau Province, the Scout Movement and also the community. The research method that I use is qualitative. This is a research procedure to produce descriptive data (words) sourced from observations, interviews, or secondary data analysis. The author collects primary data from interviews and observations, while secondary data is in the form of documents. The results of this study are; First, there is social capital in the form of trust from the community and colleagues in distributing aid. The existence of personal ties from social network nodes, there is accountability by making financial reports. Second, the need to improve social networks with other related organizations, and carry out coordination, so as to help minimize other obstacles, the lack of TAGANA personnel, the presence of internal conflicts and the absence of human resource training.
