Pengaruh Desentralisasi Fiskal Terhadap Disparitas Pendapatan Daerah Provinsi Di Sumatera

ABSTRACT
This study aims to analyze the effect of Fiscal Decentralization policy on
provincial income disparities in Sumatra. This research was conducted in
Sumatra which consisted of 10 Provinces. Variables used as proxies for Fiscal
Decentralization are Regional Original Revenues, Revenue Sharing Funds and
Special Allocation Funds. The method of calculating the inequality index uses the
Jaime Bonet index, which is by comparing the Provincial Regional Income with
the Provincial Average Regional Income Nationally. Furthermore, to determine
the effect of Fiscal Decentralization on Regional Income Disparities in Sumatra,
multiple regression analysis was used. The results showed that simultaneously
and jointly, Regional Original Revenue, Revenue Sharing Funds, and Special
Allocation Funds had a positive and significant effect on Regional Income
Disparities in the provinces of North Sumatra, West Sumatra, Jambi, and Riau
Islands. As for the provinces of Aceh, Riau, South Sumatra, Bengkulu Lampung,
and Bangka Belitung, Regional Original Revenues, Profit Sharing Funds and
Special Allocation Funds simultaneously and jointly have no positive and
significant effect on Regional Income Disparities. Partially Local Own Revenue
does not affect the Regional Revenue Disparity in Sumatra. Revenue Sharing
Variable influences Regional Income Disparity in Jambi and Riau Islands
provinces. As for the provinces of Aceh, North Sumatra, West Sumatra, Riau,
South Sumatra, Bengkulu and Lampung, Revenue Sharing does not affect
Regional Income Disparities. The Special Allocation Fund variable influences the
disparity of regional income in the provinces of North Sumatra and West
Sumatra. As for other regions consisting of the provinces of Aceh, Riau, Jambi,
South Sumatra, Bengkulu, Lampung, Bangka Belitung Islands and Riau Islands,
the Special Allocation Fund does not affect Regional Income Disparity.
