Evaluasi Seismik Pada Bangunan Eksisting Dengan Metode Fema P-154 Dan Fema 310 (Studi Kasus : Bangunan di Kota Bagansiapiapi dan Kawasan Batu Enam Kabupaten Rokan Hilir)
Indonesia is located on a earthquake-prone area and Riau Province is affected by the event of the earthquake epicenter on the west side of the island of Sumatra. According to the recent seismic hazard map provided by BMKG (Indonesia Meteorological Climatological and Geophysical Agency), between 2010 to 2018, the magnitude of earthquake that occurred in the west part of Sumatra Island reached more than 8.5 richter scale with the earthqauke depth ranging from 0 to 69 km. This condition can cause excessive damage due to the source of the earthquake is quite close to the ground surface. One effort to reduce the risk of an earthquake is by constructing the earthquake-resistant infrastructure. For active earthquake zones in Indonesia, earthquake loads often determine the design of high rise buildings. This research studies the application of FEMA P-154 and FEMA 310 procedures code with the inclusion of the recent Indonesian seismic hazard map and SNI 1726-2019. The location of study was located in Bagansiapiapi and Batu Enam Region, Rokan Hilir Regency, Riau Province. Rapid Visual Screening (RVS) is a method of evaluation published by The Federal Emergency Management Agency (FEMA) which aims to provide a methodology to examine building resistance affected by the earthquake loads quickly and minimum cost. RVS is a scoring system developed to estimate the seismic vulnerability of structures whether they have the potential to pose an earthquake hazard. The vulnerable structure according to the RVS method must be examined further with a detailed structural analysis procedure. Tier 1, 2 and 3 analysis is an advanced structural analysis which is part of the seismic evaluation process of structures in buildings. American Society of Civil Engineers (ASCE) had included FEMA 310 reports as standard evaluation for existing buildings under seismic hazard. FEMA 310 summarizes the evaluation process into three levels. The first level is the screening stage, the second level is the evaluation stage and the third level is the detailed evaluation stage. The building types evaluated in this study were concrete moment resisting frame and wood frame commercial and industrial building; in FEMA they are classified as C1 and W2, respectively. Fourteen buildings in Rokan Hilir Regency were evaluated in this study, they were Regent Office, the House of Representatives Office, Goverment District Attorney's Office, Inspectorate Office, Bappeda Office, Health Office, Fisheries Office, Military Office, Pratomo District Hospital , Al-Ihsan Grand Mosque, Al-Ikhlas Grand Mosque, St. Petrus and Paulus Church, Seribu Kubah Port and BRI Office. Based on the results of the MCER Spectrum Response Rokan Hilir was indicated as moderate-high seismic zone area.

For medium-high seismicity zone area, only Pratomo Regional Hospital and the Church of St. Peter Paul had a score above the specified limit of level 1 RVS test. Level 2 RVS examination showed that there were 6 buildings that had a score below the minimum limit so they needed further analysis. Those buildings were Bappeda Office, DPRD Office, Health Office, Inspectorate Office, Al-Ihsan Mosque and Al-Ikhlas Mosque. Evaluation using Tier 1 checks reported that the Regent's Office did not comply with the criteria while the Bappeda and Inspectorate Office did not need further analysis. Examination on the DPRD office building showed that this building had drawbacks in terms of level of irregularity, geometry, mass and torsion. The Department of Health building was indetified for torque irregularity, while the Al-Ihsan Mosque and Al-Ikhlas Mosque were not examined since they were one-storey building and the as-built drawing for existing building was not available. Response spectrum analysis was carried out on the Regent Office as recommended by RVS test. The results showed that the Regent Office met the SNI 1726-2019 criteria. Offnote, since this building had torsional irregularities, concerning a discomfort during the earthquake. It was suggested to conduct a non-linear analysis to provide more accurate results.
