Kebijakan Integratif Penanggulangan Tindak Pidana Penipuan Oleh Travel Ibadah Umroh

Carrying out the Hajj is the dream of everyone who is Muslim, Muslims all over the world flock to go to Haj, including Muslims in Indonesia. However, due to the increasing demand for Hajj departures, Indonesian citizens have to wait for several years. However, there are still some travelers who have not provided insurance for pilgrims for various reasons stated. This paper discusses the integrative policy of dealing with criminal acts of fraud by Umrah travel agents. The type and nature of the research is normative legal research, researchers collect data consisting of primary data and secondary data. The data collection technique is literature review. The data analysis was done qualitatively and draw conclusions from the writer using deductive thinking method.
The conclusion of this research is that there should be legal responsibility by the organizers of the Umrah pilgrimage, the existence of a form of legal protection for pilgrims who are candidates for Hajj / Umrah and the existence of government supervision of the implementation of congregational protection by the organizers of the Umrah pilgrimage trips. If each travel carries out the obligations outlined by the government, namely the obligation to provide insurance for the congregation, it will result in solving the problem of prospective pilgrims who have failed or been delayed by departure to perform the Umrah pilgrimage. As well as the policy to prevent criminal acts of fraud carried out by Umrah pilgrimage travel in the future is the Integrated Umrah and Special Hajj Supervision Information System (SIPATUH) which was developed in order to strengthen the supervisory function of organizing Umrah pilgrimage trips in Indonesia and expanding the scope of supervision from registration to return. The PPIU Bureau has taken steps to overcome criminal acts of fraud of umroh funds, including outreach to the public, determining the standard for Umrah travel costs by the PPIU bureau and supervision of the PPIU Bureau.
Suggestions for the future should the travel party convey to the Jamaah that there are facilities that can ensure the smooth running of the Jamaah in the journey of Umrah pilgrimage, the government, especially the Police and the Ministry of Religion, can further optimize their performance in eradicating cases of Umrah fraud and take quick action to punish and / or impose sanctions on the bureau. Umrah trips that commit fraud against prospective pilgrims.
