UU No 6/2014 affirms the commitment of the central government to develop
villages to become independent and democratic, so that they can bring new hopes for
social life. In realizing the commitment to develop villages, the Government has
launched various programs to develop rural areas, one of which is the village fund
program.
This study aims to analyze the village fund management policies and the role of
village funds in poverty alleviation in the Batang Gansal District . This research uses
a quantitative qualitative research approach with this type of research is a case study
research. The analysis technique used is quantitative qualitative descriptive analysis
using the Logical Framework Approach (LFA ) and Growth elasticity of poverty ( GEP
) analysis methods.
The results of the research conducted, the management of village funds is
mostly used for physical development while empowerment activities are still not
optimal. This is because the underlying poverty problem forces the village government
to build infrastructure as an effort to meet basic needs. Cash from work programs only
provide short-term solutions, while the role of BUMDES as a village economic
institution has not had a direct impact on poverty reduction. The results of the
calculation of the growth of poverty elasticity show inelastic (Curve Curve), which
means that to alleviate poverty in villages requires large village funds as well.
However, the effect of village funds on poverty reduction is seen to be getting better in
the poverty elasticity rate which is closer to 1, even though the resulting changes are
still very small. This shows that the management of village funds is closely related to
poverty alleviation in villages by fulfilling basic needs to improve the welfare of the
community. However, to reduce the poverty rate in villages, the village government
must increase the sources of income in the village through PAD and juxtapose with
community business empowerment programs for sustainable village economic
resilience.
