Implementation is an action or process of ideas that have been arranged with great care and detail. Policy implementation can only begin when policy objectives have been set, programs have been created, and funds have been allocated for the achievement of these policy objectives. To improve discipline and quality of performance, the government provides additional income in the form of performance allowances. Tampan Mental Hospital Pekanbaru has implemented a Performance Allowance as additional income for civil servants within the Riau Provincial Government. The policy of providing additional employee income has no impact on civil servants in the Tampan Hospital of Pekanbaru. They still tend to be undisciplined, as evidenced by the level of attendance of civil servants in the Tampan Mental Hospital, Pekanbaru. The purpose of this study was to determine the implementation of policies and program constraints for the provision of additional income to civil servants in the Tampan Mental Hospital, Pekanbaru.
The research approach used is descriptive qualitative. The type of data used is primary data obtained from interviews and secondary data obtained from data processing and observation.
The results of this study indicate that the implementation of the policy of giving additional income by the Riau Provincial Government to Civil Servants at Tampan Hospital Pekanbaru on employee performance has been going well, although initially there were still many obstacles or obstacles such as lack of knowledge of ASNs in the assessments of additional employee income, Lack of communication, and socialization to ASN has not been maximized. It is hoped that the provision of TPP for employees can increase employee performance so that they can complete their duties and functions more quickly and efficiently.
