Meranti Islands Regency Regional Regulation No. 6 of 2015 concerning Control of Environmental Pollution and Damage, which states that "That business and or development activities in the Meranti Islands Regency must continue and be supported by its continuity in order to increase regional economic growth, but the impact of business and development this will inevitably arise, therefore it is necessary to continue to maintain environmental conditions that are more sustainable, clean and healthy so that the carrying capacity and capacity of the environment are maintained ”. As for the formulation of the problem in this research is how the implementation of the Environmental Service Agency (DLH) policy in dealing with sago refinery waste and the factors that influence the policy by the Environmental Service Agency (DLH) in handling sago refinery waste in Meranti Islands Regency in 2017-2018? . This study uses the grindle theory, which according to the grindle of a public policy implementation is determined by the level of implementability which consists of Content of Policy and Context of Policy. This research was conducted with the aim of finding out how the implementation of policies and the factors that influence the implementation of policies by the Environment Agency (DLH) of the Meranti Islands Regency in 2017-2018. This research is a descriptive study with a qualitative approach.
The location of this research was conducted in the Meranti Islands Regency. Data collection techniques used were observation, interviews and documentation. The data analysis technique used is descriptive and qualitative methods. The results of this study illustrate that the DLH of Kepulauan Meranti Regency has collaborated with other parties to reprocess waste products so that they do not damage the marine ecosystem which has a negative impact, which is now processed into livestock food which has positive consequences for the people of Meranti Islands Regency.
