Pelaksanaan Fungsi Kecamatan Dalam Pelayanan Publik Sebagai Organisasi Perangkat Daerah (Opd) Di Kecamatan Tigapanah Kabupaten Karo Tahun 2017-2018

This research is motivated by law number 23 of 2014 concerning regional government in which there is a change in the position of the sub-district as a regional government to become a district or city regional organization (OPD) and indirectly changes some of the duties and functions and authority of the sub-district in running its government. The formulation of the problem in this study is how the sub-district functions in public services as a Regional Apparatus Organization (OPD) in the Tigapanah sub-district, Karo Regency.

This study aims to explain the function of the sub-district in public service as a Regional Apparatus Organization (OPD) and to describe the state of public services and to find out the factors inhibiting the function of the sub-district as a Regional Apparatus Organization (OPD) in the tigapanah sub-district of Karo Regency. The method used in this research is descriptive research with a qualitative approach. The types of research data are primary and secondary data. Data collection techniques in this study were documentation and interviews. The data analysis technique used is qualitative data analysis.

The results show that the function of the sub-district as a Regional Apparatus Organization (OPD) has changed according to the change in the position of the sub-district in accordance with Law Number 23 of 2014 where the sub-district received the delegation of duties and functions and authority under the district government which previously the sub-district was part of the central government in area. The implementation of sub-district functions in public services in Tigapanah District in terms of service quality, the tigapanah sub-district has not shown efficient and effective service implementation. It can be seen from the slow process of service, and the lack of officers serving as well as an underprivileged educational background as well as inadequate facilities and infrastructure for the sub-district to produce services which ultimately hinder the running of excellent services.
