This research was conducted at the Pekanbaru City Social Service with a focus on education and training of persons with disabilities, Pekanbaru City Social Service must have a program for people with disabilities in the city of Pekanbaru to be prosperous in accordance with PERDA Number 18 of 2013 concerning persons with disabilities. The purpose of this research is to find out how the education and training carried out by the Pekanbaru City Social Service are the factors that hinder education and training programs for persons with disabilities in Pekanbaru City. The theoretical concept used is the method of education and training by the Social Service which is used for the welfare of persons with disabilities in the city of Pekanbaru, which is theory (Pandi Afandi, 2018), namely: training methods carried out by training and educational methods carried out by classroom methods or study indoor. Data collection techniques used include: observation, interviews, literature study and documentation. The results of this study indicate that the methods used by the Pekanbaru City Social Service in conducting education and training for persons with disabilities in the city of Pekanbaru are right on target and in accordance with the rights that should be obtained by persons with disabilities for the equitable and comprehensive welfare of persons with disabilities.
