Hegemoni Negara Terhadap Masyarakat Suku Asli Di Pulau Bengkalis
This research departs from the discrepancy between "the role that has
been done by the local government of Bengkalis Regency in providing protection
for the existence of the Indigenous Peoples" and "the absence of any form of
demands from the Indigenous Peoples regarding problems that occur after the
role that has been done". The purpose of this research is to analyze and trace in
more depth the hegemony that occurs in the process of protecting the existence of
the Indigenous Peoples on Bengkalis Island. This research uses Antonio
Gramsci's theory of state hegemony and Lilik Mulyadi's theory of the existence of
Indigenous Peoples as a reference and analysis knife. The research method used
is descriptive qualitative method. Data collection techniques used field studies
and literature studies with primary and secondary data sources, namely by
conducting observations of the object under study and interviews with research
informants through purposive sampling and snowball techniques and supported
by secondary data.
The results showed that the hegemony of the local government of
Bengkalis Regency was carried out in manipulative ways. The Local Government
acts as if it has provided protection for the existence of the Indigenous Peoples on
the island of Bengkalis. The efforts of the Indigenous Peoples as counterhegemony
were overcome by the Local Government by forming a consensus. The
consensus that is formed actually tends to be detrimental, but the Indigenous
Peoples do not have a bargaining position so that they unconsciously act and
behave within the prescribed framework. Even the Indigenous Peoples believe
that every decision made by the Local Government aims to guarantee its existence
on the island of Bengkalis, but not at all.
