Tata Kelola Informasi Dan Dokumentasi Oleh Pejabat Pengelola Informasi Dan Dokumentasi (PPID) Dalam Menjamin Keterbukaan Informasi Publik Di Kabupaten Bengkalis Tahun 2015-2019
This research departs from the existence of the mandate of UU KIP No. 14
of 2008 as a means of public information services, namely the formation of the
Information Commission which functions to administer the KIP Law and
Information and Documentation Management Officers (PPID) in all public
bodies. Bengkalis Regency Government established the Bengkalis Regency
Information and Documentation Management Officer (PPID) as a center for
public information services in Bengkalis Regency in 2015. PPID Bengkalis
Regency from year to year has experienced very significant progress, from rank 6,
2, and managed to get 1st place in public information disclosure. In fact, if seen
from the facts in the field, public information disclosure in Bengkalis Regency is
still not optimal, there are still many requesters for information whose
information requests have not been granted and even rejected by the Bengkalis
Regency PPID. The purpose of this study is to analyze how information and
documentation management by the Information and Documentation Management
Officer (PPID) ensures the disclosure of public information in Bengkalis Regency
2015-2019 and to analyze what factors affect the information and documentation
governance by Information and Documentation Management Officials. (PPID) in
ensuring the disclosure of public information in Bengkalis Regency 2015-2019.
This study uses a qualitative method with a qualitative descriptive
approach, where the objective is to describe and describe the situation and
include descriptive, recording and analysis efforts related to information and
documentation management by Information and Documentation Management
Officers (PPID) in ensuring the disclosure of public information in Bengkalis
Regency, 2015-2019. The data used in this study are primary data and secondary
data. Primary data is obtained directly from informants in the form of
observations and interviews, while secondary data is obtained through books,
journals, laws, regional regulations, Information Commission regulations, and
documentation.
The results showed that the disclosure of public information carried out
by the Bengkalis Regency Information and Documentation Management Officer
(PPID) has not been running optimally. There are still many requesters for data
information requests that are not granted by the Bengkalis Information and
Documentation Management Officer (PPID). Factors that affect public
information disclosure are seen from tangible resources and intangible resources.
