Public political participation in the implementation of the General
Election is a very important aspect so that the KPU uses a special strategy to
increase public participation. This research was conducted with the aim of
knowing the implementation of the KPU Indragiri Hulu Regency strategy in
increasing voter participation and to find out the driving factors for the successful
implementation of the Indragiri Hulu Regency KPU strategy in increasing voter
participation in the 2019 Election in Indragiri Hulu Regency. High voter
participation from the 2019 Election results ago, the voter participation rate
reached 79.36%. The theory used in this research is the theory of political
strategy and socialization. The method used in this research is descriptive
analytical with qualitative research type. Sources of data in this study are direct
interviews with informants. The data collection techniques used were interviews,
documentation and observation. The data analysis technique used is qualitative
data analysis.
The findings of this study indicate that the KPU strategy of Indragiri Hulu
Regency is: Formulation stage and long-term goals, this stage the KPU carries
out the planning stages both program making and budget planning and
coordinating with stakeholders. The second stage is the selection of actions, in
this stage the KPU carries out the recruitment of ad hoc members and increases
the capacity and quality of election organizers. At the socialization stage, the
KPU of Indragiri Hulu Regency carried out socialization with its socialization
methods, namely: Socialization of face-to-face communication, socialization with
various activities, socialization through media, socialization through Election
dialogue, socialization of how to vote in Elections, and socialization of losses if
you do not vote. In the resource allocation stage, at this stage all activities related
to the KPU's duties have been carried out properly because they are supported by
adequate human resources. The supporting factors for the KPU in increasing
voter participation are First, the professionalism of election organizers in
Indragiri Hulu Regency, the availability of experienced human resources, the
support of the local government, and the support of stakeholders in Indragiri
Hulu Regency.
