Mutasi Pegawai Negeri Sipil (Studi Kasus Pejabat Struktural Eselon II Dan III Di Kabupaten Bengkalis Tahun 2010-2013)
The objectives of this research are to analyze and examine the implementation of mutations of civil servants in stuctural echelon II and III officials in the Bengkalis district government in 2010-2013. This research was conducted based on the merit system, seniority system, and spoil system.
The research method used is descriptive qualitative research method by describing, explaining, and describing the object under study. The location of this research is in the Bengkalis distric government environment and the authors collect research data from primary data is by interviews with several research informants and through secondary data sourced from several books, laws and regulations, journals, mass media, and websites.
This study resulted ini the conclusion that in general the mutations of echelon II and III stuctural officials in Bengkalis Regency in 2010-1013 had followed procedures that referred to the laws and regulations regarding the implementation of employee mutations. However, in its implementation it is not yet based on a merit system and is more likely to adopt a spoil system, because work perfomance, expertise and abilities and rank are not the main factors in implementing the transfer of civil servants to structural positions, but considerations of whether they like it or not because of the proximity and individual interest factors or political interests of the leadership/Regent ini making the final decision on employee transfer.
