Dinamika Proses Rekrutmen Calon Anggota Legislatif Pada Pemilihan Umum 2019 Di Kabupaten Kuantan Singingi

This research is motivated by the initiation of the establishment of political parties to achieve political aspirations, not only to the constituents being managed, but also to the nation and state. Constitutionally political parties are used as parameters in a democratic country that has the authority to carry out political recruitment in producing political cadres who will occupy positions as policy makers. Recruitment of political parties is ideal, set through normative provisions and internal party provisions, but there are still problems that accompany it, such as: the inability of political parties to meet electoral area quotas,regeneration that does not run periodically and tiered and the optimal verification of legislative candidate administration internally political parties.
The purpose of this study is to identify the dynamics of the recruitment process of candidates for legislative members and analyze the factors affecting the dynamics of the recruitment process of candidates for legislative members in the 2019 general election. This research uses a qualitative descriptive approach and primary data obtained based on the results of interviews from informants, namely: Chairperson of Political Parties in Kuantan Singingi District, General Election Commission, Academics of National University and Riau Islamic University and supported by explanations from Riau Province politicians.
The results showed that the recruitment process had a relatively standard and systematic scheme, but did not proceed selectively in carrying out the three aspects of selection, namely: the screening process, the screening process and the process of determining legislative candidate members. In the process of determining candidates for legislative members is characterized by aspects of compromise and ignores aspects, such as: completeness of nominating administration, level of education and regular regeneration.
