Kebijakan Pengembangan Bisnis Rumah Sakit Pendidikan (RSP) Universitas Riau
This study aims to determine and analyze the preparation of business development policies at the University of Riau Hospital as well as factors that become obstacles in the business development of Riau University RSP. This study uses a qualitative approach with triangulation data analysis and interpretation. Business policy is a must that must be done by hospitals including teaching hospitals (RSP) of Riau University. Business development in order to increase revenue also increases the competitiveness of hospitals. Efforts to increase hospital capacity through accreditation and also building first clinics are considered not to illustrate the business development concept of the University of Riau Hospital. The dependence of the RSP on the parent unit (rector) makes it difficult for RSP management to develop existing resources, as a result all aspects of management must get approval from the rector.
The results of this study indicate that the business development policy makers of the Riau University Education Hospital (RSP) pay attention to aspects of strength, friendliness, opportunities and challenges (SWOT) and from the SWOT analysis conducted by the management of the Riau University RSP the business development strategy is placed in quadrant 2 namely optimize strengths (internal) to cover weaknesses. In addition, seen from four aspects (roles, functions, authority and responsibilities) the preparation of RSP Riau business policy is not independent but inline with the University of Riau's Vision and Mission. However, in terms of business development decision making, management does not yet have full authority. Existing organizational instruments also do not yet describe agile organizations in developing and implementing business policies. The inhibiting factors of business development in the Riau University RSP were identified using the four approaches as revealed in the research and discussion chapter. The inhibiting factors of business development, namely the structure of government regulations and policies, is related to efforts to increase human resources that are hampered by the regulation prohibiting contract workers / honorariums within the government organization. Other inhibiting factors that also greatly affect the business development of Riau University RSP are increasingly competitive business conditions, external threats and weak resource conditions.
