Evaluasi Pengolahan Air Limbah Domestik Dengan Instalasi Pengolahan Air Limbah (IPAL) Komunal Di Desa Siabu Kecamatan Salo Kabupaten Kampar
Siabu village is one of the villages that received grants for the
construction of a Communal Wastewater Treatment Plant (IPAL) in 2017. WWTP
development is expected to be able to overcome domestic waste water pollution
before being discharged into the water. However, several previous studies stated
that the performance of WWTP was not always optimal in reducing domestic
wastewater pollution. The purpose of this study is to analyze the quality and
effectiveness of the Communal Wastewater Treatment Plant (IPAL) in Siabu
Village, Salo District, Kampar Regency and to analyze the role of the community
in managing the Communal Wastewater Management Installation (IPAL) in Siabu
Village, Salo District, Kampar Regency. The method used in this research is a
survey method with direct sampling techniques at the inlet and outlet of WWTP.
The required data in this study are primary data and secondary data.
Primary data were obtained from the field through measurements, laboratory
analysis and interviews using questionnaires to 60 household heads of the IPAL
beneficiary community in Siabu Village, and secondary data was obtained from
previous research as from the PSPLP office of Riau Province, Directorate
General of Human Settlements, Ministry of PUPR. Data analysis conducted in
this research is using descriptive analysis. The data obtained were then compared
with the Domestic Wastewater Quality Standards according to the 2016 Minister
of Environment and Forestry and tested using statistics with a paired t-test
(Paired-t-test) with a significance level of 0.05%.
The results of this study indicate that the wastewater quality of the
Communal WWTP in Siabu Village, Salo District, Kampar Regency is not in
accordance with environmental quality standards for pH, TSS and Total Coliform
parameters, while the BOD and COD parameters are still in accordance with the
wastewater quality standards. The effectiveness of the Communal Wastewater
Treatment Plant (IPAL) in Siabu Village, Salo District, Kampar Regency is still
low, 5.17% (pH), 42.96% (BOD), 2.05% (COD), 95% (TSS) , 1.7% (Total
Coliform). and based on quantitative descriptive analysis according to Arnstein
(1969) the level of community role in IPAL management is still not optimal at the
manipulation level with a score (180-337,3). To increase the effectiveness of the
performance of the Communal WWTP in Siabu Village, Salo District, Kampar
District, human resources can be increased with knowledge and skills and
awareness in managing waste by providing counseling and guidance on the
importance of waste management efforts.
