Implementasi Government Public Relations Dalam Melaksanakan City Branding Pekanbaru Smart City Madani
Government public relations is a new public relations paradigm in the field of government public relations, where the government is currently required to be active in disseminating information to the public regarding the program being implemented, the program to be implemented, and the spatial layout that has been achieved from the program. Currently, there is a mismatch between conceptual idealism and reality, namely the division of the main tasks and functions of government public relations between the Public Relations of the City Government and the IKP Diskominfosantik Division, which refers to Permendagri No. 56 of 2019, the City Government Public Relations should only be fixated on the function of the leadership spokesperson, but the reality is that currently the Public Relations of the City Government is also the relationship of media cooperation which refers to Perwako No. 89 of 2016 (SOTK Regional Secretariat of Pekanbaru City).
Government public relations is also implemented with the OPD journalist program, where each OPD is given the task of carrying out active coverage and the agenda of each OPD, which aims to be an input to increase the number of releases published on pekanbaru.go.id, which is currently So far, for two consecutive years the Pekanbaru City Government has won appreciation as the most active media center in Indonesia, and has become the twelfth media center as a reference for national information. In this phenomenon, the researcher found that there was no city branding effort that was specifically planned by involving external parties, the management of city branding was more focused on the personal branding efforts of regional leaders, and OPD corporate branding.
This study aims to implement the implementation of government public relations in implementing the branding of Pekanbaru Smart City Madani which is managed by two divisions, namely Public Relations of the City Government and the Information Division of Public Communication, Diskominfosantik Pekanbaru City. This research uses descriptive qualitative research methods, with in-depth data interview techniques, observation, and document mutilation. Mapping data analysis techniques using thematic methods. The subject of this research is Public Relations of the City Government and the IKP Diskominfosantik Division of Pekanbaru City. The object of this research is implemented GPR in city branding.
The informants in this study consisted of internal informants, namely the Head of the Communication, Encoding and Statistics Office of Pekanbaru City, the Head of the Department of Communication and Informatics, the Head of the Section for Counseling and Information Control, the Head of the Coverage and Press Subdivision, OPD Staff, IKP Staff The external informants were community leaders, religious leaders, and the external reporting team from the media element.

As for the results of this study, namely where apart from the overlap of public relations functions between the Public Relations of the City Government and the IKP Sector, the Pekanbaru City Government has still succeeded in carrying out the dissemination of information to the public maximally, where the implementation of government public relations refers to the GPR workflow which consists of data managed and information, agenda setting, content creation, information dissemination, and evaluation monitoring. The Smart City Madani city branding is implemented through personal branding and OPD corporate branding, where each pillar of the smart city concept is the main reference for each OPD in carrying out vigorous activities and work agendas.
At the data and information stage, the data and information are managed by the IKP Division by involving the Internal Covering Team (THL) and the External Covering Team from the Media Element, by covering data in the form of; (1) agenda and active leadership, (2) analysis of media coverage; and (3) achievements. As for the agenda setting stage, Pekanbaru City Government refers to the concept of inter-media agenda setting, namely where one media report can influence other media coverage. At the content creation stage, researchers found that content is produced from paid content (advertorials) and non-paid content (direct news releases). At the information dissemination stage, it is managed through the media center and media relations. As for social media, it is more of an information networking function than the media center. In the monitoring and evaluation stage, it is manifested by an evaluation of external parties, namely public information which releases direct news which is managed by the IKP Division in terms of quality and quantity of information disseminated. There is also an internal evaluation carried out by the Public Relations of the City Government, namely in terms of media ratings that have collaborated with the government.
From this research, the GPR workflow is a public communication cycle carried out by the Pekanbaru City Government, where from the outline of the overall agenda and actively refers to the concept of Smart City Madani which is the city branding of Pekanbaru City.
