Implementasi Standar Pengelolaan Administrasi Sekolah Tk Aisyiyah Se Kota Pekanbaru
To achieve educational goals, an institution must be able to synergize management functions in its implementation. The function of planning for institutional education, organizing human resources, and supervising the implementation of curriculum programs must be running and well executed. Therefore, each education unit is obliged to meet the standards of education management that apply nationally so that each school has direct and clear objectives so that all activities and activities lead to the goals to be achieved. The implementation of education management standards by schools must be carried out in accordance with the applicable national regulations, so that all schools have implemented them properly. In Government Regulation Number 19 of 2005 emphasizes three main components, namely: planning, implementation and supervision, while the regulation of the minister of national education (Permendiknas) Number 19 of 2007 focuses on school leadership and management information systems (SIM). This study aims to gain a deep understanding of the Permendiknas No. 19/2007 process and its relation to education management standards according to school quality and targets from 2016 to 2019 which is focused on the Implementation of Administrative Management Standards for Aisyiyah Kindergarten School, Pekanbaru City, in planning work programs. , implementation of work programs, organizing work plans and implementation of work programs, as well as monitoring, evaluating and implementing work programs in TK Aisyiyah throughout Pekanbaru City in achieving school administration management standards.
The research was conducted in TK Aisyiyah throughout Pekanbaru City. This research approach is qualitative with data sources from documents, observations and interviews. The key informants of the study were four people, namely supervisors, school principals, teachers and education staff. Data analysis through the process of organizing by sorting the data into patterns, categorization and basic unit descriptions so that themes and working hypotheses can be found as suggested by the data.
The findings of this study indicate that the implementation of the Aisyiyah Kindergarten School Administration Management Standards in Pekanbaru City in the preparation of the RKPK (work plan and work program) has been carried out by involving the board of teachers and the head of kindergarten, but unfortunately not all of them involve committees and foundations. So that the preparation is not in accordance with Permendikbud No. 137 of 2014 National Standard for PAUD and Permendiknas No.19 of 2007. In the preparation of work plans and work programs, the Kindergarten Principal collaborates with the curriculum section for the initial stage and continues with the teacher council together with the work plan and work program drafting team. Kindergartens that already have drafting teams are more focused in preparing work plans and work programs so that meetings with teacher councils are also clearer. The team has the responsibility to better understand the work plan and work program from the existing manual or manual. However, the preparation is not in line with Permendikbud No. 137/2014

on the National Standard for Early Childhood Education, so it does not refer to Permendiknas No. 19/2007. The implementation of work plans and work programs has been scheduled during the school year from start to finish and is carried out well. However, in the implementation, there were some kindergartens that made changes and some did not. Changes are made when conditions are not in accordance with the plan and those that do not make changes are waiting for the preparation of the work plan and the next work program. In practice, the implementation of work programs and work plans does not allow for implementation, so they cannot wait for further compilation. It can be said that the implementation is in line with Permendikbud No. 137 of 2014 National Standard for Early Childhood Education but not yet referring to Permendiknas No. 19 of 2007. Implementation of work plans and work programs has been well organized. Job descriptions and responsibilities of executors and persons in charge of work plans and work programs are clearly divided. Implementation also involves the teacher council, the head of kindergarten, the committee, administration and treasurer. Meanwhile the committee has not been involved. The implementation is not in line with Permendikbud No. 137/2014 on the National Standard for Early Childhood Education but has not yet referred to Permendiknas No. 19 of 2007. Supervision of the implementation of work plans and work programs is carried out with class supervision by the head of the kindergarten by visiting each class if the number of students is more so that the class increases, the head of the kindergarten is assisted by a team that prepares work plans and work programs. When supervision is carried out, obstacles are found in its implementation, given suggestions and directions. So that its implementation is in line with Permendikbud No. 137 of 2014 National Standard for Early Childhood Education but not yet referring to Permendiknas No. 19 of 2007. At the evaluation stage it has been well scheduled which is carried out by evaluating every 1 month, 3 months and every semester but this evaluation differs depending on the policies of each TK. The evaluation phase has been routinely carried out but the evaluation process is carried out when supervision and advice and direction are given, so that when obstacles and obstacles are faced by one teacher it is not necessarily known to other teachers and suggestions and directions for resolution are unknown. In its implementation it is in line with Permendikbud No. 137 of 2014 National Standard for Early Childhood Education but not yet referring to Permendiknas No.19 of 2007.
