Sejarah Perkembangan Pengelolaan Tanah Ulayat Persukuan Melayu Sumpu Kenagarian Kuok (2001-2008)
Ulayat land is a plot of land on which there are ulayat rights of a certain
customary law community. The ulayat lands of the Sumpu Kanagarian Kuok tribal
tribes lie within the administrative area of the Bangkinang Barat District. The
7200 hectares of land is divided into Ghimbo Buriong, Ghimbo Sodang, and
Ghimbo Sialang Kampuong.
Since long time ago, customary land has begun to be managed to provide welfare
for the indigenous people. In 2001, Datuk pengulu besar as the adat leader,
together with the ompek jeni, made a policy in managing the ulayat lands of the
Melayu Sumpu tribes, especially for indigenous people who applied for ownership
of the ulayat land. However, this policy caused controversy within indigenous
peoples. In addition, the policies carried out by Datuk Penghulu Besar have had
their own impact on the socio-economic life of the community. The author uses the
historical research method because this study looks at the historical development
of the management of the Sumpu Malay tribal ulayat lands from the past and how
the policy changes that occurred in 2001-2008.
The steps in historical research include heuristics, source criticism, interpretation
and historiography. In this research, the use of the historical method is to
describe problems or questions to be investigated, find sources of historical facts,
summarize and evaluate historical sources, and present the facts concerned in an
interpretive framework. The result of this research is that there are developments
in the management of the ulayat lands of the Malay Sumpu tribes along with the
development of science and have had a distinct impact on the socio-economic life
of indigenous peoples.
