Strategi Pengelolaan Unit Pengolahan Ikan Teri Dan Asap Di Desa Sihene‘Asi Kecamatan Lahewa Kabupaten Nias Utara

The welfare of fishery business actors in North Nias Regency, including fishing, processing and marketing is one of the important factors in increasing the competitiveness of the community in the era of free trade. However, the condition of the welfare of fishery business actors in order to meet their needs with the income they earn is still very limited. The problem faced by the community is the absence of legal entity protection for businesses to increase competitiveness through expanding market reach, accessing capital sources and product certification. Another problem is related to low productivity and production caused by limited facilities and infrastructure so that the production of processed fish is not optimal, which makes the raw materials not fully processed. Besides that, the fundamental aspect that affects the productivity of fisheries business is the quality of human resources. Currently, many coastal communities depend on fishery business activities, but the skills, knowledge, mastery of technology and accessibility to infrastructure and information are still inadequate. This study aims to analyze the conditions of the existing fish processing unit in Sihene'asi Village, analyze the factors that affect the fish processing unit in Sihene'asi Village and formulate a management strategy for the fish processing unit in Sihene'asi Village.
This research was conducted from 21 December 2020 to 23 January 2021. The results of field observations on the existing conditions of the fish processing unit in Sihene'asi Village were that the fish processing unit was divided into two types, namely an anchovies processing unit and a smoked fish processing unit. UPI production capacity is between 40-100 Kg / day. The location of the anchovy processing unit is in the area of Jl. Lafau Desa Sihene Asi, and the coastal area near the coast and smoked fish processing unit is located on Jl. Lafau which is located in the yard of the fish processor's house. Fish processing is done traditionally with minimal facilities and infrastructure. The factors that affect the UPI in Sihene'asi Village are raw materials, business capital, product selling prices, processing technology, institutions, business locations, waste, facilities and infrastructure, packaging, marketing, sanitation and hygiene and education, the role of the government, market demand, community roles, relationships between managers, local wisdom, formal / non-formal regulations, infrastructure and weather. The strategies offered in the management of the fish processing unit in Sihene'asi Village are: 1) Maximizing the use of raw materials in meeting market demand through cooperation between UPI managers, 2) Improving fish processing technology by product diversification and maintaining the taste image of fishery products and 3) Development fish processing group institutional system by cooperating with the government / private sector.
Some suggestions recommended from the results of this study are that further research is needed on determining the location of strategic and

sustainable fish processing centers, community empowerment and tourism management in Sihene'asi Village. In addition, there is a need for training and outreach in processing fish processing unit waste to improve the community's economy and prevent environmental pollution.
