Penerapan Kebijakan Izin Belajar Dan Tugas Belajar Bagi Aparatur Sipil Negara (ASN) Di Pemerintah Kota Pekanbaru

This research was motivated by the circular letter dictating PAN and RB No. 4 of 2013 concerning the implementation of study permits and study assignments in each institution. The purpose of this study was to analyze the application of the study permit policy and study assignments for the Aparatur Sipil Negara (ASN) in the Pekanbaru City Government.
This study uses a qualitative research method approach, data collection techniques through interviews, observation and documentation from key informants. Namely the Head of the Regional Civil Service Agency, the Head of the Competency Development Division for the State Civil Apparatus, the Head of the Sub-sector for improving ASN education, as well as representatives of the Pekanbaru city ASN.
The results of this research show that the implementation of the policy for the study permit and study assignments for the Aparatur Sipil Negara (ASN) in the Pekanbaru City Government is running well. Based on the results in the field there are some that are not clear, including the submission of the study permit process and study assignments at the Pekanbaru city government still refers to the central government parturan through the MENPAN RB circular letter, does not have separate derivative rules from those regulated by the Pekanbaru city government regulations.
