Sinergitas Pemerintah Dengan Swasta Dalam Pengelolaan Sampah Di Kota Pekanbaru Tahun 2018

Waste management is carried out by the Pekanbaru City Environment and
Sanitation Service and also in collaboration with a third party, namely, PT. Godang
Tuah Jaya zone 1 and Pt. Samhana Indah zone 2 which has duties and
transport areas in each zone. The cooperation with third parties is only for transportation
and disposal to the final disposal site, as well as the Waste Management
Division which has the task of managing waste in zone 3 which includes, Rumbai
and Rumbai Pesisir Districts. Synergy is basically the interaction of two or more
parties who interact with each other and establish dynamic relationships in order
to achieve the common goal of creating good success in waste management, of
course in order to achieve the goal of a clean and waste-free city of Pekanbaru.
The importance of synergy in waste management is to find various problems that
can be resolved together.
This research uses qualitative methods, with a descriptive type of research.
The determination of the informants in this study was carried out by using a purposive
procedure technique. Data collection techniques are interview and documentation
methods.
The results of the study can be concluded that the synergy between the
government and the private sector in waste management in Pekanbaru City in
2018 has not been optimal or has not gone well. This synergy of cooperation between
the Government and the private sector uses a pattern of coordination and
communication relationships. First, the coordination and synergy of cooperation
between the government and the private sector is only for transportation and disposal
in each of the designated zones. The transportation and disposal of this
waste is not effective enough in handling waste management. Second, communication
is carried out according to government regulatory procedures and is directed
directly in each part of their respective work. However, when something goes
wrong, the waste management sector will still give a warning or sanction to the
related party. The communication that has been built is also not effective enough,
where there are still many points for landfilling and piling up of garbage on several
unreachable roads. The inhibiting factors for the synergy of waste management
cooperation are the lack of public awareness, lack of waste processing and
transportation facilities, manual waste management, frequent accumulation of
waste, and lack of monitoring in unreached areas.
