Perencanaan Pembangunan Partisipatif Di Kecamatan Pasir Penyu Kabupaten Indragiri Hulu Tahun 2016

This research is a study of government politics regarding the problems faced in the implementation of participatory planning in Indragiri Hulu Regency, especially, especially in the sub-districts of Pasir Penyu.. Participatory planning is a form of development planning process carried out from the bottom to up level, meaning that development is carried out based on the aspirations and needs of the community. However, in the implementation, development planning that has been previously determined at the village and Subdistrict levels often changes which is not in accordance with the needs of the community whwn it reaches the district government level. Therefore this study aims to elaborate on the factors that influence theimplementation of participatory development planning in Pasir Penyu District, Indragiri Hulu Regency.
The research method used is descriptive qualitative research method by describing the current state of the subject and object of research based on facts empirically. The research location was in Pasir Penyu District Indragiri Hulu Regency and the authors collected research data from several books, government regulations, journals, mass media and several other internet media sites and in-depth interviews with research informants namely Head of Development and Participatory Agency, Head of Unit Development, Head of Section Development in Health and Public Agency, Head of Sub District and Society.
This research resulted in the conclusion that the participatory planning process in the district of Pasir Penyu of Indragiri Hulu Regency has been carried out in accorden with a applicable laws and regulation starting from the stages sof investigation, formulation of problems, identification of carring cavacity, formulation of objectives,setting detailedcststeps and determining the budget. Participatory planning in Pasir Penyu District was attended by various parties with and interest in the result of development planning in field of public infrastrukcure such as roads and markets, development in the health sector of Puskesman, development in the field of educations in the form of school buildings and community economic empowerment programs. However, in the Implementation of the participatory planning program in Pasir Penyu Subdistrict, Indragiri Hulu Regency , there are still several influencing factors, namely low awareness and community involvement in the development planning process, communication factors between the parties involved, especially,the government socialization to the community regarding the development planning program and public understanding of the depelopment planning program as well as the conflict of interest between the executive and legislative at the level of development planning deliberations at the district level in the form of the executive regarding the implementation ofbthe vision, mission of the Regent and legislature toward their respective constituent areas’
