ABSTRACT
This research was conducted in March 2020 in West Dumai District, Dumai City, Riau
Province. The purpose of this study is to describe the function and to describe the objectives and
benefits of the fish auction (TPI) in Dumai Barat District, Dumai City, Riau Province. The method
used in this research is the case study method. The informants in this study consisted of people
who were directly involved in the fish auction (TPI). The informants in this study were the head of
the fish auction, the staff of the fish auction and the fishing community at the fish auction. The
analysis used is descriptive analysis.
The results showed the functions, goals and benefits of the Purnama fish auction place
(TPI), West Dumai District, Dumai City, Riau Province, the true function, purpose and benefits
had not been realized and had not been felt by the surrounding community. Which is where the
function of the TPI is supposed to be a fish auction and is visible in the field only as a place for the
fish to be landed so that the operation of the fish auction is not carried out as it is actually known.
There needs to be a change that occurs, so that it can improve the quality of the Fish Auction Place
(TPI). Furthermore, there is also no proper operation of the fish auction mechanism by the TPI
management, so that the Fish Auction Place (TPI) has not been maximized and has not run
optimally. The organization also has not been going well because there is not fully budget from the
government for the Fish Auction Place (TPI).
