The implementation of the new normal on June 1st, 2020, for the first 10 days until
June 10th, 2020 runs without technical guidance, and the Pekanbaru City
Government submits the implementation of the policy independently to the
community, this leads to an increase in cases from several clusters so that many
public places are found crowded by a group of people. Dynamic Governance
capability of Pekanbaru city government in anticipating Covid-19 in the new
normal through policy, understanding the achievement of objectives thoroughly by
various parties is still questioned. The purpose of this study is to find out the
Capabilities of Dynamic Governance as well as the inhibitory factors of the
Pekanbaru city government in imposing new normal during the Covid-19
pandemic. This study uses a purposive sampling technique with a qualitative
research type using the descriptive approach and the necessary data both primary
and secondary data obtained by observation techniques, interviews, and
documentation for further analysis. The results of this study show that: First, the
concept of dynamic capability becomes the most essential aspect in the efforts of
the Pekanbaru City Government to anticipate the Covid-19 pandemic, but the
Pekanbaru City Government has not implemented it optimally. Second, the
inhibitory factors are lack of human resources, not maximum community
participation, and inadequate infrastructure.
