BLT-DD is one of the efforts made by the Indonesian government to
overcome the impact of economic factors from the Covid-19 pandemic in the form
of financial assistance provided to poor families affected by the Covid-19
pandemic in villages sourced from the Village Fund budget. Therefore this
research was conducted to see the effectiveness of the BLT-DD program. This
study aims to determine the effectiveness of the BLT-DD program in Kampung
Baru Village, Gunung Toar District. The form of research used is a qualitative
approach with a case study method and is descriptive in nature. The sampling
technique used was purposive sampling technique for village government samples
and snowball sampling for community samples. The results of this study explain
that the implementation of the BLT-DD program during the Covid-19 pandemic in
Kampung Baru Village, Gunung Toar District, Kuantan Singingi Regency has not
been effective according to the theory used. This is evidenced by the existence of a
Village Government that does not yet understand its duties in determining the
criteria for the BLT-DD program so that there are still people who have the right
not to receive BLT-DD.
