Strategi Pengembangan Koperasi Syariah Di Kota Pekanbaru

Sharia cooperatives are a form of sharia economic development in existing social
development. Cooperatives, especially sharia cooperatives, are identical to the populist
economic system with the pattern of Islamic religious rules and mutual trust. Pekanbaru City is
the area with the most number of sharia cooperatives compared to other areas in Riau Province.
The purpose of this study shows that the strategy of developing sharia cooperatives in Pekanbaru
City has not been implemented properly and optimally. Looking at the perceived inhibiting
factors for sharia cooperative development strategies are policies, implemented strategies, and
resources. Through the strategy that has been carried out by the Pekanbaru City Cooperatives
and SMEs Office. This study uses the strategic theory of Richard Rumlet (2012) which uses 4
indicators, namely: 1). Consistency, 2). Suitability, 3). Excellence, and 4). Appropriateness. This
study uses a qualitative method located in Pekanbaru City. Regarding the strategy carried out in
the development of sharia cooperatives in Pekanbaru City, which was carried out by the
Pekanbaru City Cooperatives and UMKM Service, it turned out that it was not serious in
realizing the development of sharia cooperatives, there were still no regulations governing
sharia cooperatives in Pekanbaru City and there was no strategy undertaken to different from
conventional cooperative development strategies.
