Status Keberlanjutan Perikanan Budidaya Keramba Jaring Apung Berbasis Ekosistem Di Waduk Koto Panjang Provinsi Riau

The aquaculture fishery of floating net cages (FNC) with the commodity of common carp (Cyprinus carpio) is carried out intensively in the Koto Panjang Reservoir. This fish farming activity has a positive and negative impact on the surrounding community. The positive impact, FNC activities are able to increase community income and absorb labor, while the negative impact is the decline in water quality. For this reason, there is a need for a study on the sustainability status of FNC aquaculture to formulate an ecosystem-based floating net cage aquaculture management strategy in Koto Panjang Reservoir. The objectives of this study are: i) to describe the existing conditions of FNC aquaculture in the Koto Panjang Reservoir based on ecological, economic, social, technological and institutional dimensions, ii) to analyze the ecological, economic, social, technological and institutional impacts of FNC aquaculture activities in the reservoir. Koto Panjang, iii) determine the sustainability status of floating net cage aquaculture in Koto Panjang Reservoir and iv) determine key factors and formulate ecosystem-based floating net cage aquaculture management strategies in Koto Panjang Reservoir. This research was conducted from May-December 2020 at the Koto Panjang Reservoir, Kampar Regency, Riau Province. The research location was chosen with the consideration of the presence of floating net cages (KJA) fishery activities in the waters of the Koto Panjang Reservoir. The locations for water quality sampling are 10 points spread upstream to downstream of the Koto Panjang reservoir. Research on the sustainability status of ecosystem-based aquaculture was carried out using survey methods, literature studies, laboratory analysis and interviews. Primary and secondary data are grouped based on attributes in each of the ecological, economic, social, technological and legal-institutional dimensions. The analysis method uses multi-dimensional scaling (MDS) and prospective analysis with the help of Rap-Fish software which is modified into Rap-FNC. The results showed that the existing conditions of KJA system aquaculture in Koto Panjang Reservoir and the impact based on ecological, economic, social, technological and institutional dimensions. For the ecological dimension, the status of water quality at the location and outside of the cage is classified as lightly polluted, however, this water quality status can still support the success of carp cultivation. In the economic dimension, the production of cultivated fish is currently 4,816 tons from 1,204 KJA plots with 2 (two) cultivation cycles in a year with a monthly income of ± Rp. 20,175,812.5 for KJA owners and provides a multiflier effect on other economic activities. The social dimension, real conflicts between cultivators, workers and other services were not found with the PLN Koto Panjang Hydroelectric Power Plant Service Unit. The technological dimension, the cultivation technology of the FNC system that is

applied is still conventional and there is no one who applies SMART FNC. The institutional dimension is that the FNC cultivators only take shelter in the form of Maju farmer groups which have very limited authority and do not reach out to manage all natural resources (water and land) in the Koto Panjang Reservoir. This study found the sustainability status of FNC aquaculture which was categorized as very sustainable in the economic and technological dimensions with the respective sustainability index values of 94.35% and 84.66%. Meanwhile, the fairly sustainable category was found in the ecological dimension of 71.66% and legal-institutional at 51.16%, except for the social dimension which was categorized as less sustainable with an index value of 34.46%. The sustainability status of the FNC fishery in a combination is obtained a sustainability index of 67.26% which is categorized as quite sustainable. The leverage attributes that determine the sustainability of FNC aquaculture from all dimensions are 10 attributes that must be improved and considered, namely: sedimentation, plankton diversity, marketing of marine cage fishery products, FNC technology, CBIB knowledge, environmental knowledge, extension activities, law enforcement, FNC cultivator associations and reservoir management body that regulates the location and number of cages. From the results of the prospective analysis, it was found that 5 (five) key attributes or driving variables affect the sustainability of KJA aquaculture which is the interaction between the reservoir management agency (area), FNC cultivators association, law enforcement, FNC cultture system and extension activities. The strategy for sustainable floating net cage cultivation in the Koto Panjang Reservoir focuses on an approach to increasing legal understanding and awareness of cultivators through tripartite institutional mediation (government, businessmen and communities) on zoning or relocation of KJA and followed by infrastructure development while maintaining a semi-intensive KJA cultivation system that effectively provide high economic value and is able to improve the environmental quality of the Koto Panjang Reservoir to support the sustainable cultivation of floating net cages.
