The shrimp pond cultivation area on the coast of Lingga Timur Regency has been determined according to the RUTR, starting from Kerandin Village with coordinates 00° 13ˊ 32.41˝ LS 104° 44ˊ51.30 East Longitude to Kudung village which is located at coordinates 00o 17 '00, 85 ”LS 104 ° 53ˊ 12.69 East Longitude. Improperly managed shrimp pond cultivation will lead to inefficiency and effectiveness in its operations and business calculations. In its development, development in coastal areas is faster than development in other land areas. Various industrial activities, settlements, ports, mining, and rapid population growth have caused the coast to become the foundation, so that there are often contradictions in their use, and cause various social, cultural, economic, security, and environmental disturbances. The coastal area of Lingga Timur District is one of the areas that have very rapid growth, including the mangrove charcoal industry/flour factory and fish processing, aquaculture, ports, agriculture, settlements, and conservation. The types of shrimp that are cultivated here are tiger shrimp (Penaeus monodon), Api-api shrimp (Metapenaeus eboracensis), and white shrimp (Litopenaeus vannamei). Shrimp production in this area has fluctuated and since 2005 has tended to decline. However, in 2014 there was an increasing trend due to improvements in facilities and infrastructure.
This study aims to determine the current condition (existing), land suitability, carrying capacity, sustainability status, key factors for sustainable management, and management strategies for shrimp farming areas in Lingga Timur District, Lingga Regency. Land suitability research aims to evaluate the suitability of the existing shrimp farming land. The method used is the observation method. Primary data was obtained by sampling 24 stations in East Lingga District. The measured parameters are (1). Water quality includes water pH, temperature, salinity, the solubility of Oxygen (DO), BOD 5, COD, TSS, Ammonia (NH₃), Fe, tides. (2). Soil quality includes soil pH, soil texture, redox potential, CEC, nutrients (K, Ca, Mg, Fe), soil slope, and elevation. (3) Supporting (infrastructure) of shrimp farming consists of the availability of roads and electricity, distance from the sea, rivers, and rainfall. Meanwhile, the economic, socio-cultural, technological, and legal-institutional data were carried out through interviews, discussions with 56 respondents, who came from 6 villages in the Lingga Timur District. The respondents selected are those who are actors, experts, and people who can make policy in the area. From each village represented by 8 respondents. Carrying capacity research is being carried out to assess the carrying capacity of the area. The carrying capacity research method uses two analytical approaches, namely: land suitability weighting method and

water availability method. The interview technique is a closed interview. While secondary data is obtained from references, information related to the research objectives, which come from print and electronic media.
Furthermore, for data analysis, the Multidimensional Scaling Analysis (MDS) method is used, which is one of the multiple variable techniques that can be used to determine the position of another object based on its similarity assessment, as well as to determine the interdependence relationship or interdependence between variables or data. Furthermore, to find out the prospects, and the preparation of activities towards sustainable management, a sustainable management strategy for shrimp farming in Lingga Timur District is drawn up using the Prospective Analysis (PPA) method approach.
The PPA method aims to: (1) describe and design procedures for developing a research model with a shrimp aquaculture perspective, (2) developing and producing a research model with a shrimp aquaculture management perspective, and
(3) produce the characteristics of a research model with a shrimp pond culture management perspective. This research is development research adapting the development research model from Borg and Gall. The development procedure is carried out through ten stages, namely: (1) preliminary study, (2) model planning, (3) initial model development, (4) initial model trial, (5) initial model revision, (6) limited scope trial, (7) limited scope trial revision, (8) final model testing, (9) final model revision, and (10) dissemination and implementation. This research was conducted with a qualitative approach. Data were collected through in-depth interviews, participatory observation, checklists, and documentation. The data were analyzed qualitatively with the phenomenological qualitative analysis technique (grounded) and equipped with the HARMOS model gender analysis (a modification of the Harvard model gender analysis technique and the Moser model).
The results of the research on the existing conditions in the Lingga Timur District are known to have an area of 5,028.3 ha and are divided into two classes, namely very feasible (S1) covering an area of 141.7 ha (2.8%); feasible (S2) covering an area of 4,886.6 ha (97.2%). Furthermore, from the results of the carrying capacity analysis, it is known that the Lingga Timur area can be applied to traditional cultivation technology covering an area of 4,173.5 ha (83%), semi-intensive 698.93 ha (13.9), and intensive 155.87 ha (3.1%). . Meanwhile, the potential for shrimp farming production at the current condition is 12,341.46 tons/year.
Ecological, Economic, Socio-Cultural, Technological-infrastructure, Legal-Institutional dimensions are important elements in the management of shrimp aquaculture, not only affecting efficiency and effectiveness but also sustainability. This Ecological, Economic, Socio-Cultural, Technology, Legal and Institutional research aims to design an Ecological, Economic, Social-Cultural, Technological, Legal, and Institutional model that supports the sustainability of the shrimp farming area on the coast of East Lingga Regency. The method used is Multidimensional Scaling (MDS). Methods of collecting data were surveys, laboratory tests, interviews, and FGD FGDs. There are five (5) elements analyzed, namely the attributes of Marine Protected Areas (DPL), Planting Schedules (JP), Community Compliance Level (TKM), Pond

Cultivation Patterns (PBT), and Coordination between stakeholders.
Formulating a strategy for managing sustainable shrimp aquaculture areas using a Multidimensional scaling (MDS) analysis model with the application of “Participatory Prospective Analysis (PPA)”. Area sustainability uses inputs, block diagrams (black boxes), causal intersections, and model scenarios. Diagram modeling consists of pessimistic, moderate, and optimistic models. The causal loop analysis consists of three areas, namely land suitability, production, and carrying capacity. This relationship is so close that changing one parameter will change the other parameter. Three scenarios are made in the modeling, namely pessimism (current condition), moderate, and optimism (1) The pessimistic scenario, namely by making improvements to the environmental management of shrimp ponds by increasing the scores on several sensitive attributes on the minimally unsustainable dimension, (2) Moderate Scenario, namely by making improvements to the environmental management of shrimp ponds by increasing the score on several sensitive attributes optimally, and (3) Optimistic Scenario, namely by making improvements to the environmental management of shrimp ponds by increasing the scoring on all sensitive attributes to the maximum. The basis for modeling is the result of research measurements consisting of existing conditions, land suitability, carrying capacity, institutions, technology, human resource competencies. The increase from pessimistic to moderate in intensive and semi-intensive ponds is achieved by increasing facilities and infrastructure, technology, human resources, and capital by 30% and the optimistic scenario by increasing these variables by 70%. The results showed that after 20 years the moderate scenario could increase production by 59%, and optimistically it could increase production by 63% from the existing condition. In semi-intensive ponds, the moderate scenario increases production by 38% and the optimistic scenario by 64% from the existing condition.
