Pengembangan Kapasitas Aparatur Pemadam Kebakaran Pada Dinas Pemadam Kebakaran Dan Penyelamatan Kota Pekanbaru
This study aims to determine the development of the capacity of the firefighting
apparatus at the Pekanbaru City Fire and Rescue Service and the inhibiting factors
faced. Seeing the cases of fires that occurred in Pekanbaru City from year to year
have increased significantly. Fire cases that often occur are building fires with the
highest number of fires in house fires. Therefore, it is necessary to have
firefighters who are competent both in terms of knowledge and expertise to be
able to tackle fires in Pekanbaru City. Qualified and competent firefighters are
supported by the development of human resource capacity. Human resource
capacity building is carried out through education and training programs for
firefighters supported by competency certificates. Different types of education and
training according to the expertise possessed by firefighters. At a minimum, every
firefighter must have followed the firefighting training I, which is an
understanding of the basics of fire fighting. The theoretical concept that the
researcher uses is the development of the human resource capacity of Illato 2017.
The research method used is qualitative with data collection techniques through
interviews, observation and documentation. The result of this research is that it is
still not optimal in providing education and training for firefighters, there are still
firefighters who have not participated in the I firefighting training and do not have
a fire fighting training competency certificate. And there is no difference in the
types of education and training between superiors and subordinates in one team.
This is of course very influential in tackling fires in Pekanbaru City.
