Efektivitas Pengawasan Hutan Lindung Bukit Betabuh Di Kabupaten Kuantan Singingi

Based on law Number 23 of 2014 concerning Regional Government, the authority
in the forestry sector is transferred to the Central Government and the Provincial
Government. The Central Government and Provincial Governments establish
Forest Management Units (KPH) institutions to carry out forest monitoring
activities including Protection Forests. Protection forest monitoring activities
carried out by the Government are in the form of monitoring and patrolling,
requesting information, conducting checks and controlling reIated to deforestation
and land conflicts in the community. As for the change in the policy on the
division of government affairs in the forestry sector, the condition of the forest,
especially the Bukit Betabuh Protected Forest after the PoIicy Change was very
worrying and criticaI due to Iand cIearing, iIIegaI Iogging, and Iand grabbing. This
study aims to determine the effectiveness of the supervision of the Bukit Betabuh
Protected Forest in Kuantan Singingi Regency (Study of Forest Monitoring
Activities Post Changes in the PoIicy on the Division of Government Affairs in
the Forestry Sector Based on Iaw Number 23 of 2014 concerning RegionaI
Government and to find out the factors that hinder the Effectiveness of Forest
Monitoring. Protected Bukit Betabuh in Kuantan Singingi Regency. The theory
used is the effectiveness of supervision from Sarwoto in his agency, et aI. Using a
case study method and is quaIitative descriptive with data coIIection techniques in
the form of observation, interviews and documentation then anaIyzed based on
research probIems. The resuIts of this study indicate activities Supervision of
Protected Forests Post Changes in Forestry Government PoIicy has not been
effective and has not been optimal. The constraints in the research are Human
Resources, OverIapping Authorities, and Iack of Community Awareness levels.
