ABSTRACT
People smuggling ocuurred in Riau area, this is because there are some
areas in Dumai waters immediately adjacent to some neighboring countries such
as Malaysia, Singapore, thus becoming crossings for human smuggling.
Type of research this can be classified into types of research sociological,
because the study’s author lan gsung conduct research into the location or field
poiny that in carefully in oerder to provide an overview as complete and clear
about the prablem that ivestigated. Research is conducted in police of the Riau
police while the population and the sample is a whole party that is associated with
a problem that investigated in the study of this source of data that is used primary
data secondary and the data tertiary tecnique of collecting the data in the study is
to interview and study of literature.
From the results of the research, there are three main points that can be
concluded, first. The cause of the criminal act of smuggling illegal Indonesian
migrant workers between countries is by way of : Regarding the increase in
human smuggling victims, the Riau Regional Police should take a firm stand in
enforcing the human smuggling law so that it does not cause harm to Indonesia,
both financially and materially. The two constraints faced by the Riau Regional
Police in enforcing the law against the smuggling of illegal Indonesian migrant
workers in the Dumai Waters are : Against the obstacles experienced by the Riau
Regional Police for carrying out law enforcement of human smuggling due to
internal factors, the External factors of the Riau Regional Police in response to
this are the need for socialization and deepening of an integrated understanding
of the law on the Police. The three efforts of the Riau Regional Police in enforcing
the law against the smuggling of illegal Indonesian migrant workers in the
Periran Dumai area are : Efforts made by the Riau Regional Police in
overcoming human smuggling law enforcement are by increasing internal and
external factors including providing guidance, supervision, improving facilities
and infrastructure in carrying out police duties, increasing public knowledge of
laws and regulations, increasing supervision. against illegal ports. And
increasing the government's attention so that in realizing law enforcement that
exists in the law it is not difficult, one of which is that there is no special budget
for returning victims to their home countries which is also an obstacle for the
Police to carry out law enforcement.
