Politik Anggaran Dewan Perwakilan Rakyat Daerah (DPRD) Provinsi Riau (Studi Pada Sekretariat Dewan Sebagai Mitra Kerja Komisi I Tahun Anggaran 2020)
All this time, the political process led to the ratification of the APBD
involving the elite. At a time when the power of control from the community is
weak and the moral attachment of council members to their constituents is
certainly detrimental to society. This condition is further exacerbated by the fact
that the political structure and concern for public welfare are greatly reduced.
For this reason, researchers are interested in raising the topic of Riau DPRD
Budget Politics with a case study on Setwan as a working partner of Commission
A for Fiscal Year 2020. This study aims to determine the Riau DPRD budget
politics with a case study on the Secretariat of the Council as a working partner
of Commission I for Fiscal Year 2020 ). The theoretical framework that is used as
the basis for thinking is the political theory of public budgeting initiated by Rubin
which states that the budget as a political tool requires political skills, coalition
holding, and negotiation skills. The methodology used is a qualitative approach
with data collection techniques through interviews and documentation.
The results of the acquisition of research data are known, first; Political
skill is an effort to build a sense of responsibility as a power holder. Unlike the
case for members of the council, political skills are the most important part as a
vehicle for their responsibilities to their constituents. Second, coalition holding is
built when there are differences of views and interests in the political budget
process between the executive and the legislature. For the legislature, coalition
holding is carried out in the context of overseeing and evaluating the political
budget process. Third, negotiations for the executive (Setwan) and the legislature
are carried out to equalize the perception of each budget political process. The
conclusion of the study states that the budget politics of the Riau Provincial
DPRD with a case study on the Secretariat of the Council as a partner of
Commission 1 in the 2020 fiscal year is reviewed through 3 indicators, namely
Political Skill, Coalition Holding and Negotiation, which has a dynamic political
reality. For the executive (Setwan DPRD Riau), political skills, coalition holding
and negotiation are non-dominant instruments. For the executive, budget politics
is oriented to support the implementation of the main tasks and functions of
DPRD members. Meanwhile, the political process of budgeting for members of
the Riau Provincial DPRD through Commission 1 tends to be guarding and
supervising. So that political skills, coalition holding and negotiations are played
based on rationality only so that it is clear which one is the priority scale in each
budget draft formulation.
