Sinergitas Pembinaan Dan Pendampingan Pengelolaan Keuangan Desa Kebun Durian Kecamatan Gunung Sahilan Kabupaten Kampar
This study aims to determine and analyze the synergy between actors in
coaching and mentoring financial management in Kebun Durian Village, Gunung
Sahilan District, Kampar Regency. The financial management of Kebun Durian
village is considered not optimal because of the lack of guidance from the
government, limited access to the use of village funds, low human resources,
complicated reporting patterns and frequent changes to state policies. This
research uses the theory of synergy between actors seen in 5 (five aspects),
namely catalyst, communication and coordination, integration, common views
and actions between actors. This research uses a qualitative approach with
descriptive research type and the location of this research is the Durian Garden
Village, Gunung Sahilan District, Kampar Regency. Primary and secondary data
were obtained through interviews, observation and documentation which were
then analyzed using descriptive analysis methods.
The results of this study indicate that the synergy between actors in
coaching and assisting the financial management of Kebun Durian Village is
considered good enough because it is able to encourage the Kebun Durian
Village Government to improve its financial management performance. The
aspects of communication and coordination as keys to synergy can be translated
into actions by the Village Head, Camat and DPMD Kampar so that they have a
positive impact on the financial management performance of Kebun Durian
Village. The synergy between actors is able to become a catalyst for village
financial management that is more transparent and accountable, and the
integration of interests between actors shows that village financial management is
running on the expected track.
Inhibiting factors found in the development and assistance of village
financial management in Kebun Durian, Gunung Sahilan District, Kampar
Regency, is the lack of community involvement in the planning and monitoring
process of village funds. The limited competence of village heads and village
officials, these limitations are especially regarding the technical management of
village funds, procurement of goods and services, and preparation of village
financial accountability and not optimal village institutions that either directly or
indirectly play an important role in community empowerment and village level
democracy, such as the Village Consultative Body (BPD).
