Based on Government Regulation of the Republic of Indonesia Number
50 of 2011 concerning the National Tourism Development Master Plan for 2010-
2025 which is developed in an organized manner, including government, local
government, private sector and the community, therefore, it is necessary to have a
collaboration or known as collaborative governance between local governments.
related in particular to the cultural and tourism office in the area with the local
community in order to increase the variety of new natural resource-based
products, Research Problem Formulation: How is the collaboration between the
government and the community in efforts to develop tourism potential in the
village of Buluhcina. What are the inhibiting factors for the Regional Government
and the Village Government to collaborate in developing the tourism potential in
Buluhcina Village? This research method uses qualitative methods and the
purpose of this research is: To describe the condition of tourism in Buluhcina
Village. To analyze the collaboration that exists between the Government and the
community in tourism development in the village of Buluhcina.
The results of this study indicate that the collaboration that exists between the
government and the community in carrying out tourism development in Buluhcina
Village has not been carried out optimally, the lack of communication between
stakeholders has resulted in obstacles and lack of planning and the absence of
Village regulations governing tourism available at Buluhcina Village, and the
limited human resources and limited funds make tourism development in
Buluhcina Village unable to be carried out optimally.
