Kebijakan Pembinaan Calon Paskibraka Oleh Dinas Pemuda Dan Olahraga Kota Pekanbaru Tahun 2016-2018

The Youth and Sports Service of Pekanbaru City is a government agency that has an important
role in fostering Paskibraka in Pekanbaru City, considering the potential for the largest number
of schools in Riau located in Pekanbaru to select SMA / SMK students in Pekanbaru City.
Pekanbaru is considered to have great potential to be able to compete with other regencies /
cities in Riau province. But in reality SMA Kota Pekanbaru students have lower competitiveness
than other districts. This can be seen from the number of high school students in Pekanbaru City
who become Paskibraka at the national level, only one person compared to Kuantan Singingi
district who is able to send representatives every year in the 2016-2018 timeframe. Pekanbaru
City should have a great opportunity to be able to send its representatives every year to become
the national Paskibraka, this can be seen from the quota of Paskibraka selection participants at
the Riau Province level. The formulation of the problem in this research is how the
implementation of the policies for the development of the Pekanbaru City Youth and Sports
Service to become the National Paskibraka from 2016-2018 and what are the inhibiting factors
of the Pekanbaru City Youth and Sports Service in sending representatives of SMA Kota
Pekanbaru to become the National Paskibraka. . The purpose of this study is to describe the
implementation of the policies of the development of the Pekanbaru City Youth and Sports
Service to become the National Paskibraka from 2016-2018 and the constraints that affect it.
The theoretical concept that the writer uses is the theory of policy and development. This study
uses a qualitative approach with descriptive methods. In collecting data, the writer used
interview and documentation techniques. The results of the author's research are the policy of
fostering the Pekanbaru City Youth and Sports Service to become the National Paskibraka from
2016-2018, it can be concluded that it has not been implemented optimally. This can be seen
from the lack of Pekanbaru graduates compared to other regions, namely other districts that
always send representatives at the national level. Another thing is that it is seen from the
absence of special training given to candidates who will represent Pekanbaru City in
participating in the selection at the Riau Province level. The factors that affect the lack of
development policies for the Youth and Sports Service of Pekanbaru City to become National
Paskibraka from 2016- 2018 is not maximizing Human Resources (HR), leadership factors, and
school participation factors that are considered to be still lacking.
