Dinamika Konflik Kepentingan Pemerintah Kabupaten Kampar Dan Pemerintah Kabupaten Rokan Hulu Dalam Memperebutkan Status Lima Di Perbatasan
The expansion of regions after the Reformation not only has a good impact on
the administration of autonomous regional government, but also has negative effects
which are generally caused by various reasons, one of which is due to unclear
administrative requirements for implementing expansion. With the expansion,
regional boundaries have become crucial matters which are often the subject of
struggle between two regional governments. The conflict that occurred between the
Kampar Regency Government and the Rokan Hulu Regency Government was in the
struggle for the status of five post-division villages with Law 53 of 1999. The five
villages are Muara Intan, Intan Jaya, Tanah Datar, Rimba Jaya, and Rimba Makmur
Villages.
This study aims to determine how the dynamics of the Conflict of Interest of
the Kampar Regency Government and the Rokan Hulu Regency Government in
competing for the status of five border villages and to find out how the conflict is
resolved. This research approach is a qualitative approach and this type of research
is descriptive. The data collection technique was done by means of observation,
interview and documentation.
The results of this study indicate that first, Law Number 53 Year 1999 has
weaknesses because the boundaries between regions do not include boundary points,
so that the two regencies interpret Law Number 53 Year 1999 and are entitled to
these five villages. Second, the Riau Provincial Government has facilitated the
settlement and has submitted it to the Minister of Home Affairs. The implementation
of community services in five villages is carried out by the Kampar Regency
Government in accordance with Permendagri Number 137 of 2017.
