Kegagalan Rencana Aksi Siak Kabupaten Hijau Dalam Pencegahan Kebakaran Hutan Dan Lahan Tahun 2018-2019

Siak Regency is the only Regency in Indonesia that was declared a Green
Regency by the Minister of Environment and Forestry Siti Nurbaya. Siak Hijau through
the Siak Hijau Roadmaps or the Siak Hijau road map issued through the Decree of the
Siak Regent Number 446 / HK / KPTS / 2020, which includes one of the action plans,
namely the prevention of forest and land fires, this is one of the efforts of the Siak
Regency government to prevent forest and land fires in Siak District. The problem in
this research is the failure of the implementation of the action plan to prevent land and
forest fires in Siak Regency and the increase in fires in Siak Regency. This study aims
to determine how the implementation of the action plan for forest and land fire
prevention in Siak Regency is in accordance with the Siak Hijau Roadmaps for
preventing forest and land fires, and how the implementation of Siak Hijau in forest and
land fire control 2018-2019. The research approach used is a qualitative approach and
this type of research is descriptive. The location of this research was conducted in Siak
District, the Siak District Secretary Office, the Environmental Service, and several
related NGOs. Data collection techniques were carried out by interview and
documentation.
Researchers used McConnell's (2015) policy failure theory to measure the
implementation of an action plan for forest and land fire prevention in Siak District
according to the Siak Hijau Roadmaps. The result of this research is that the worst
degree of failure is at the stage as a program or policy implementation which shows
direct failure. Several factors contributed to the failure of the Siak Hijau policy,
including where the action plan to prevent forest and land fires according to the Siak
Hijau Roadmap has not been implemented optimally, the absence of the Siak Hijau
budget into the Siak Regency Regional Budget, the absence of a Green Siak policy or a
binding legal umbrella.
