Pelaksanaan Program Penanganan Kawasan Pemukiman Dan Perumahan Kumuh Di Kota Pekanbaru Tahun 2018

The development of the developing slum areas in Pekanbaru City which is
the responsibility of the Pekanbaru City Government through the Public Housing
and Settlement Areas Office is still quite rapid. This is an indication that there are
still many problems which are indicated by the residential areas and slum housing
in Pekanbaru City. This study aims to: (1) determine the implementation of the
program for handling residential areas and slum housing in Pekanbaru City in
2018; (2) to find out the factors that influence the implementation of the
settlement area and slum housing management program in Pekanbaru City in
2018, which is not optimal. This study uses a qualitative method with a descriptive
approach. The data collection techniques used were interview and documentation
techniques.
The results of the study concluded that: (1) structuring the development of
slum areas needs to involve every level of society that forms an interrelated unit;
(2) control of slum settlement areas is carried out by zoning the area in the RTRW
so that the community does not have the freedom to build; (3) structuring and
constructing slum-prone residential areas by building habitable housing,
structuring and controlling river area development; (4) provision of facilities and
infrastructure for environmental scale wastewater; (5) factors that influence the
existence of slum areas are communication, resources, disposition and
bureaucracy. Communication is needed in applying the programs that have been
launched. Resources are needed to support the implementation of planned
programs and policies. The most influential program is the arrangement and
construction of slum areas as well as the slum area control program.
