Kinerja Kantor Penanggulangan Bencana Daerah (Kpbd) Kabupaten Indragiri Hulu Dalam Pengendalian Kebakaran Hutan Dan Lahan Tahun 2019

The problem of forest and land fires has become a national issue that
deserves serious attention from the government. This incident occurs repeatedly every
year, especially in Indragiri Hulu Regency. In 2019, forest and land fires experienced
a significant increase from the previous year. The Government In accordance with
Law Number 24 of 2007 concerning Disaster Management, the Government and
Regional Governments are responsible for implementing disaster management by
establishing a Regional Disaster Management Agency.
The purpose of this study is to describe the performance of the Regional
Disaster Management Office (KPBD) of Indragiri Hulu Regency in controlling forest
and land fires in 2019 and to describe the factors that affect this performance. This
study uses a qualitative approach with descriptive methods. In collecting data, the
writer used interview and documentation techniques.
The results of this study are the performance of the KPBD of Indragiri Hulu
Regency in controlling forest and land fires in Indragiri Hulu Regency in 2019 based
on 3 indicators, namely service quality, responsiveness, and accountability. However,
the impact of this performance has not shown maximum results. In addition, the
factors that influence the performance are: (1) The Indragiri Hulu Regency KPBD
Task Force has a fairly good ability to carry out fire fighting activities in the field. (2)
The facilities and infrastructure in the KPBD of Indragiri Hulu Regency are
insufficient. (3) The leadership of the KPBD focuses on the extinction aspect rather
than the prevention aspect, (4) Natural factors, namely the influence of climate on
forest and land fires because it can dry out plants. Non-natural factors, namely human
behavior deliberately clearing land by burning it in order to increase forest area
without incurring large operational costs.
