Expectations from the community regarding the system and quality of education
are getting higher. However, the many problems in the education system have caused the
government to take a middle path by creating policies that are expected to solve the
problems in education. There are various problems in the education system, especially in
Pekanbaru State Junior High School, such as the lack of adequate facilities and
infrastructure, discrimination in education and schools, unstable distribution of education
and so on. Therefore, the Ministry of Education and Culture initiated a policy called the
Zoning System which aims to equalize education in Indonesia. This policy was
implemented by the Pekanbaru City Government for equal distribution of education in
Pekanbaru City.
The purpose of this study was to determine the capacity of the Pekanbaru City
Government in the Implementation of the State Junior High School Zoning System Policy
in Pekanbaru City in 2019. This study used a qualitative approach with a descriptive
method. The research location is at the Pekanbaru City Education Office. In collecting
data, the author uses interview and documentation techniques.
The results of this study indicate that in the implementation of the SMPN zoning
system in Pekanbaru City in 2019 using institutional level variables. Where in it discusses
the implementation of the zoning system through resources, management, organizational
structure, and decision-making systems. In the implementation of the zoning system
itself, there are still several SMPNs in Pekanbaru that have classrooms that are lightly or
severely damaged. This unfavorable classroom condition is one of the reasons why some
SMPNs lack new students. Other causes are: insufficient classrooms, unfavorable
classroom conditions, and also the scope of school zoning which is the distance from one
school to another and the population of new students is larger than the school.
