Implementasi Program Penerapan Teknologi Pertanian Di Kecamatan Bangko Kabupaten Rokan Hilir Tahun 2018-2020

The Agricultural Technology Application Program is one of the
programs of the Department of Food and Agriculture Security of Rokan Hilir
Regency which has the aim of ensuring the availability of agricultural facilities
and infrastructure in order to increase agricultural productivity in increasing selfsufficiency
in the agricultural sector. The problem in this research is that the
implementation of the Agricultural Technology Application Program has not been
optimal because several factors that support the performance of policy
implementation are not achieved. The purpose of this study was to determine the
implementation of the Agricultural Technology Application Program in Bangko
District, Rokan Hilir Regency in 2018-2020.
The approach used in this study is a qualitative approach. This type of
research is descriptive. This research is located in Bangko District, Rokan Hilir
Regency. The types of data in this study were divided into primary data and
secondary data. Data collection techniques used interviews, observations and
documentation as well as data analysis techniques in this study were qualitative.
The results of this study are that the implementation of the Agricultural
Technology Application Program in Bangko District, Rokan Hilir Regency in
2018-2020 is not optimal, this is because there are several important dimensions
that affect the performance of policy implementation by Van Meter and Van Horn
(1975) not running optimally, namely dimensions of resources and
communication between organizations. The rest of the dimensions run quite
smoothly even though there are some obstacles in that dimension as well.
