Implementasi Kebijakan Pemerintah Kota Pekanbaru Dalam Mewujudkan Perkotaan Yang Layak Huni (Livable City) Tahun 2016-2020
This study is based on the problem of urban slum settlements in Pekanbaru
City in 2016-2020. The Pekanbaru City Government is handling slum areas, one
of which is done by making Pekanbaru City Regulation No. 13 of 2016 concerning
Prevention and Quality Improvement of Slum Housing and Slum Settlements. This
study seeks to determine the implementation of the Livable City policy by handling
slum settlements. As well as knowing the inhibiting factors for the implementation
of handling slums in Pekanbaru City. If the reduction of slum areas in Pekanbaru
City to zero slum areas, it will have implications and can support the realization
of a livable urban environment (Livable City).
The theory used in this research is policy implementation according to
Merilee S. Grindle. The success of a public policy implementation is determined
by the content of the policy and the policy environment. This study uses a
qualitative approach with a descriptive method. In collecting data, the author
uses interview and documentation techniques.
The results of the study explain that based on the content of the policy, the
policy to realize a Livable City by handling slum areas in 2016-2020 is good, but
there is still a slum area of Pekanbaru City of 16.55 Ha from the previous area of
113.56 Ha. In addition, the degree of change in people's mindsets regarding how
to live in healthy and decent settlements has not been achieved. Based on the
policy environment, the characteristics of the institutions and regimes in power in
their implementation, there is still no detailed division of labor. In addition, the
compliance of policy implementers, especially the community, is still weak
towards the output of handling slums that have been handled. The first inhibiting
factor for implementing this policy is the lack of resources used. Second, the lack
of compliance with policy implementers is marked by the community not taking
care of the facilities that have been provided.
