Polarisasi Elit Riau Terhadap Pemberian Gelar Adat Presiden Jokowi Tahun 2018

Based on the Regional Regulation of Riau Province Number 1 of 2012
concerning the Riau Malay Customary Institution article 17 paragraph 3 that the
Riau LAM can award customary titles to appropriate figures, in accordance with
their services to the people in Riau Province. In 2019 LAM Riau gave a
customary title to President R1 Joko widodo with the title Datuk Sri Setia Amanah
Negara. The awarding of this title raises pros and cons among the people of Riau,
due to Jokowi's lack of service to Riau Malays and the timing of the awarding of
the title is close to the 2019 presidential election. So there is a polarization of the
Riau Elite towards the awarding of President Joko widodo's traditional title.
The purposes of this study are (1) to determine the polarization of the
Riau elite towards the awarding of customary titles to President Jokowi in 2018
(2) to describe the inhibiting factors for granting customary titles by the Riau
Malay Traditional Institute (LAM) Riau in 2018 to president Jokowi. In this study,
using a qualitative research approach. The sources of research data are taken
from Research Informants, documents, online media and print media. While the
data collection technique is done by interview and documentation. And the
technique of data analysis is done by analyzing qualitative data.
The results of this study that the occurrence of polarization between the
elite of society in Riau Province due to differences of opinion. From this issue,
elite polarization emerged, including, first, the group that agreed to granting
traditional titles to President Jokowi. Second, the group that disagrees with the
awarding of traditional titles to President Jokowi. The polarization factors that
influence the determination of customary titles by LAM Riau are: LAM Riau's
internal factors for granting customary titles to President Jokowi and external
factors of the Riau Community towards granting customary titles to President
Jokowi.
