Dampak Kebijakan Pergub No. 81 Tahun 2017 Terhadap Ekonomi Masyarakat Nelayan Danau Singkarak Nagari Guguak Malalo Kecamatan Batipuh Selatan Kabupaten Tanah Datar Provinsi Sumatera Barat
ABSTRACT
This research was conducted on September 2020 at Singkarak Lake, Guguak Malalo Village, Batipuh Selatan Sub-district, Tanah Datar Regency, West Sumatera Province. This study aims to find out the impact of Pergub No. 81 of 2017 towards results fishermen's catch before and after 2018 and the changes in income of fishermen society before and after the existence of Pergub No. 81 of 2017. The method used in this research is a survey method. Sampels taken as many as 20 people from the total respondents.
Based on the results of research on the impact of the Pergub No. 81 of 2017 on the economy of the fishing community of Singkarak Lake, that the Pergub has not yet had an impact on the catches of fishermen in Guguak Malalo Village. This is presumably because the potential for Bilih fish is very low due to the use of charts from 2012 to the present, for improvement and recovery it takes quite a long time. Exploitation that continues without conservation will cause Bilih fish to run out and become extinct. For bagan fishermen, this Pergub has a negative impact because it reduces income by a percentage of 11.37%, but for land, net and net fishermen, this Pergub has a positive impact which reduces competition in catching Bilih fish and with rising prices, fishermen's income also increases. Where the average number of catches of fishermen in 2015 is 192 tons, while the average number of catches of fishermen in 2020 is 29 tons, meaning that the catches of fishermen
have decreased. However, the income of fishermen has increased, due to the higher price of Bilih fish in the market, where the average annual income of fishermen in 2015 is Rp. 14,539,987 while in 2020 it is Rp. 18,515,875 with a percentage increase of 21.47%.
