Collaborative Governance Dalam Penanganan Kasus Kekerasan Terhadap Anak Dibawah Umur Di Kota Pekanbaru Tahun 2017 - 2019

Violence often occurs at the age of children under the age of 0 to 18 years. Pekanbaru
City is one of the cities with a high level of violence against minors. Cases of violence
against children in Pekanbaru City from 2017 to 2019 according to data from the Women and
Children Protection Service Unit (PPA) have always increased. The cases of violence are
divided into child custody, sexual abuse, child delinquency, violence against children,
children in conflict with the law, domestic violence, neglect and children's rights. The high
level of violence against minors makes it necessary for stakeholders to collaborate in
handling violence, because each stakeholder cannot work alone.
The purpose of this study is to find out how collaborative governance is in handling
cases of violence against minors in Pekanbaru City in 2017-2019. The theory used is Ansell
and Gash's (2007:550) collaborative governance model. The study used a descriptive
qualitative research approach. Data collection techniques used in the form of interviews,
observations and documentation studies.
The results of the study indicate that collaborative governance in handling cases of
violence against minors in Pekanbaru City in 2017-2019 seen from the indicators of
facilitative leadership and the institutional design of the handling is quite good. However, the
indicators of initial conditions and indicators of the collaborative process have not been
optimally implemented. The conclusion is that collaborative governance in handling cases of
violence against minors in Pekanbaru City in 2017 - 2019 for indicators of initial conditions
has not been carried out properly due to the limitations of human resources owned by each
stakeholder. Meanwhile, in the collaborative process, the stakeholders have never had a faceto-
face dialogue. Furthermore, the indicators of facilitative leadership have not gone well due
to the absence of a leader who is used as a guide in providing treatment. Furthermore, on the
indicators of facilitative leadership, each stakeholder already has basic rules in providing
handling of child victims of underage violence in Pekanbaru City in 2017-2019.
