Evaluasi Kinerja Dinas Pekerjaan Umum Dan Penataan Ruang (Studi Kasus Program Pembangunan Drainase Kota Dumai)
This research is motivated by the phenomenon of the problem of flooding which is still a
problem, especially in the suburbs of Dumai City due to the poor existing drainage system.
Flood inundation that still causes problems is inundation due to overflowing of water from
secondary and tertiary drainage channels during the rainy season and high tides, namely in
several residential areas and road bodies. The Public Works and Spatial Planning Office
continues to strives to improve its performances in meeting community needs in the field of
infrastructure development. As a manifestation of infrastructure development, the Public Works
and Spatial Planning Agency has priority programs, one of which is throught the development
and maintenance program for drainage channels/culverts which are implemented to support
flood control.
The purpose of this study was to determine the performance evaluation of the Public
Works and Spatial Planning Office in the Dumai City drainage development program and what
factors influence the performance evaluation of the Public Works and Spatial Planning Office in
the Dumai City drainage development program. This study uses a qualitative descriptive
research method approach. Primary data was obtained direcly through interviews with
informants, namely the Head of the Human Settlements Division, the Section Head of Settlement
Environmental Health and Drinking Water and the community.
The results of this study indicate that the implementation of the performance evaluation
of the Public Works and Spatial Planning Office in the Dumai City drainage development
program has not achieved maximum results, where in the implementation of limited quality
human resources, inadequate budget and lack of public awareness in maintaining and
maintaining facilities and services. Drainage infrastructure is the reason why the drainage
development program that has been implemented by the Public Works and Spatial Planning
Office has not been benefited.
